These are exciting times in Greater Manchester with significant investments being made in the delivery, improvement and maintenance of the region’s transport, highway and utility infrastructure. Greater Manchester’s highway network is crucial in promoting economic growth. Wider collaboration of street works activities within the Greater Manchester region is a vital part of a prosperous and forward looking region.

The Greater Manchester Road Activities Permit Scheme (GMRAPS) contributes to this by validating permits on behalf of the 10 Greater Manchester Authorities. In this role you will provide administration support including processing permit applications, dealing with stakeholders’ queries and monitoring the performance of the GMRAPS Scheme. This work includes conducting detailed investigations in order to complete comprehensive root cause analysis, review customer complaints and identify key issues.

Your role

As Permit Officer you will support the operation of the Greater Manchester Road Activity Permit Scheme (GMRAPS) to ensure local authority highway and utility works are appropriately co-ordinated to ensure minimum disruption, contributing to improving the efficiency, availability and reliability of the Greater Manchester highway network. You will administer the GMRAPS function, review and validated permits, support the Greater Manchester abnormal load routing plans and review the financial elements of the permit scheme.

You will have proven customer service experience and will be able to deal with the differing needs of varied stakeholders. You will demonstrate the ability to manage, monitor and input data onto IT systems and generate management reports, as well as maintaining up to date knowledge of legislation relating to the relevant area of work. You will have excellent attention to detail and experience of dealing with Local Authorities and legislation as well as a background in Highways would be desirable

  • An ability to develop and maintain effective management reporting systems and financial controls
  • Effective written and oral communication skills to deal with a wide range of customers and situations
  • Experience and understanding of Information Systems, new technology and applications such as Microsoft Office
  • An ability to investigate, with a high attention to detail and carry out root cause analysis.
  • Capability to review customer complaints and identify key issues.
